The best course of action would be this: write the daughter a letter, email her, or call her. Explain calmly that you have no recollection of the incident and that she must be mistaken by contacting you. If she threatens legal action, ask if she has any way to prove that you were responsible. It is likely that she will not be able to do anything else at all.

Like I said earlier, he can claim administration fees from the woman's daughter for having to deal with her false claim. Also, if she died in 2003 like someone posted earlier, it's long gone. Technically no one can prove that you ran over that lady intentionally (Especially since you were on a dirt hill 8 years ago derp) So just say "Dat lady is crazy she dun know meh!" Or take it to small claims court, either way none of you win and she has to pay the bill. Plus even if she had some incriminating evidence like you KEPT THE BIKE FOR 8 YEARS AND SHE HAS TRACK BRUISES, she couldn't charge you with anything since you were 12.
