from my own experience, when i was younger it wasn't something i enjoyed that much because there's something about having so much focus on a single area that makes it less enjoyable, and with less experienced guys (that you're probably going to get at a younger age) all in all it was never that great. but then as you get more confident with your body, techniques and your partners also become more experienced and comfortable it can be great. in my opinion (and i could easily be wrong) the reasons for not wanting it to be touched are more likely to be from psychological 'issues' and not physical ones.

Yeah totally, these are 20 year old girls who've only been having sex for three or so years, and usually with the same guys. It's just been my experience that girls I've been with really don't like it to be even touched, let alone focused on.

Nobody can know what she feels towards you unless they can read minds.
The easiest thing would be to talk to her (In a non hostile way) and see if she is actually saying is how she feels or she just doesnt want to hurt your feelings by shooting you down. If it is the former, tell her you want to keep seeing her.
