At some interview they said that these requirements are made up to repel people so they don't get flooded with cvs and stuff. In reality if you're a skilled and creative person, you got a chance. In one interview gabe said that if you want to get hired, make games/mods/whatever, showcase them and then you already got a chance. See the dota mod maker and many other guys valve hired. Also industry experience does not mean commercial AAA games. A successful mod gives a lot of industry experience too.
Perfect idea, most if not all game companies do this: They have an astronomical amount of junk food so their employees don't leave the office.

Holy shit I love Uncle Seth's Pink Cookies. Only difference is that I eat the whole thing then and there. They're just too tasty. Hell I got a box of 30 for christmas one year. I was eating around two or three a day. And I'm still as skinny as the guy in green.

The only realistic chance to join Valve for the average Facepuncher, from what I see is, making some kickass mod (or several!), and thus proving you can do the job.
