I'm trying to build an opinion on them from their application, then it will obviously be changed by how they post and if they've been banned and such. I will also take cues off of the other moderators if they want to vouch for or against applicants. Obviously if someone has come across as a really nice guy in their application but is a massive prick otherwise then they're not going to pass this stage. Also if they've lied in their application. They're mainly there for reference, but obviously if someone has a postcount of less than 100 and a join date that is less than a month ago I'm going to be a bit doubtful that the person understands FP enough.

Will you judge people over join date? Because i just joined Facepunch this year, but i've been at forums for 3-4 years now, and i haven't experienced the past Facepunch, only read about it (smartness system etc)
