I think the writers convinced the execs to do another celebrity cameo, as an excuse to be able to do this scene.

It was a story that went on from the first episode in the season where his character was involved with a bombing at a police funeral. He's playing a character called Jason McCann and I think he was put in it again because of the popularity that the show gained when he was put in the first time.
