The RC rules state pretty clearly that if you want your account you should just keep away from there forever, you broke the rules you lost your account.

I dunno, seems like a fair loophole to me. If someone gets demodded it's usually (on most occasions) because they have proven they are incapable of making sound decisions as a moderator so doesn't that make all of their previous bans at least debatable?

It was a lapse of judgement, I didn't look close enogh and I replied to someone's thread without seeing he was perma'd. My reply was perfectly fine, it's just that I didn't see he was permabanned. It also happened nearly a year ago.

I'd say it'd depend on the circumstances behind the ban, but frankly if you could be unbanned after a perma, you'd have a better chance asking in the RC than trying to exploit a "loophole" the mods have no legal obligation to follow through with.
