Non latin characters (towards the end of the codepages anyway) will be larger. I'm guessing somewhere along the line (be it in vBulletin, or elsewhere) , an assumption was made that all UTF-8 characters are exactly one byte, when they can be as large as four bytes.

There's a shit load of permabanend people, I doubt the number of that is that interesting.
