Completely obliterates the shitty posting habit many users have made their own. It's your forum, you might as well give it a clean appearance. It'll up the standards to a point above "Fucking retarded", back to Fucking Incredible. Sure, there'll be a ban-fest at first since people need to get used to it, but the gain of higher quality seems pretty big. It roots out the retards before they even come in contact with mods, saving a lot of trouble and giving mods more time overall to keep the forum in a good condition.
It worked well back in <07, it just needs an update. Besides, you can always disable it in certain subforums where there isn't any moderating at all, or where most of the people that barely speak english go (GMod subforum).

This doesn't make any sense, you were the one who ordered that moderation should be relaxed. Furthermore, tightening up moderation should be about enforcing the firm but fair rules we had a few years back, not surrounding yourself with morally reprehensible mods who are ridiculed by the community not because the community is a malicious being but because of their own incompetence.
