Plus if the streamer isn't interacting with the audience, what's the point of streaming, you're just doing a live let's play at that point

He has more attempts to get around it than with the current system.

There is no way around that. As far as I know, the best Valve can do is make cheating very unforgiving (hence the permanent engine-wide ban), and the uncertainty from the time delay does make it more difficult being a cheat developer. Beyond that, I don't really know what to do; you've made your policy clear to the users and you can't outright stop people from developing cheats that you probably don't know exist, until some poor fucker on the other team has to deal with the cheating asshole. And at that point, the damage is already done.

Just look at what happened with DayZ mod and BattleEye, the most popular paid cheats were being detected and lots of people being banned within hours of being updated every day and they eventually just stopped selling them because it wasn't worth the angry customer base/chargebacks and the work having to maintain an undetected cheat. It's one thing buying a new copy for $10-15 off G2A every few weeks when you get banned, most of it just see it as part of the cost of cheating, its another thing having to buy one every day to keep cheating or stockpile keys and have to keep making new accounts. It's worse in games where the cheating has a lasting impact on players as well, say a survival game or a game where people are losing MMR from ranked, being able to cheat for days or weeks before being banned means people can do crazy amounts of damage to the game before being banned at little cost to them. I also feel like it deters your average joe from deciding to use cheats because the perceived risk of cheating is much higher, whereas when people go on these sites and read that its months since anyone was hit by a ban, they are more likely to give it a go.

Reminds me of my brother back in the day on CS:S where he uploaded a screenshot for a competitive ladder at the end of a match with wall hacks clearly showing.
