If you report a post of someone you disagree with, but they aren't actually doing anything wrong, you are risking a ban. If the post you are reporting doesn't fit nicely into one of the categories for reports, then you probably shouldn't report it

Yeh, I think custom messages for reports has already been brought to Garry's attention on Newpunch iirc. If not, we can poke him about it. Can't even remember when or why custom messages for reports disappeared from here, guess some blokes were putting "dicks" in there one too many times. But yeh, srsly do hmu on discord if you're not sure, Sgt Doom#1140, or just look at the discord mods group on the FP discord. I'm on Discord almost all day, probably more than is healthy. Throw me a link, comment optional (but preferred), and i'll have a look at it. I won't bite your head off, i'll probably just not respond in a timely manner if you do it when i'm sleeping.

There's a thread in the Moderator forum for tracking bad reports. We have a set procedure; when a user is flagged up a number of times for making questionable reports, I send them a warning PM. It should only go straight to bans if the report is completely and obviously flippant. I don't know why we've not been using it. We should be using it.
