Seeing as his brother brought his son, that might be one of the explanations on why he didn't call the cop earlier, and that it actually is his brother. He could also say that he was unknowing that his brother was hiding from the police etc...

Sure I understand what you are trying to say here and I mostly agree with your idea, but the bad thing about this is that law can be bent in many ways, especially with these cases. I still think it might be hard for him to voluntary go and speak with the police. By the description he seems like a very untrustworthy person and generally a bad person that won't change the way he acts. Turn him in, not for bitter reasons. You're doing it to cover your own ass. Say it wasn't you and that you suspect it to be your brother, who you're afraid will attempt to harm you again (mention the murder attempt). The cops won't take it lightly, they'll send a car around your house, most likely plain-clothes. This isn't a "fuck your brother" situation, this is a situation where you're getting out of false charges and you had better not lie to the cops. Plus, if they catch him, using false identification with the cops is a federal offense. I think 7 years is the standard jailtime, which would be buffed up considering he's got a kid (endangering a minor) and he's avoided the police for so long. If caught, by the time he got out you'd have time to get the fuck away from him.
I'd say don't try and have a talk with him - he might try to "silence" you. If you threaten him with going to the police, you're in more danger than just going to the police. By letting him get away with it you are opening yourself to him using you for your entire life. He stole your identity, imagine how that will affect your future if you don't get your name cleared. Damn you seem to have had a bad time thanks to him, and with him using your identity to cover for a crime he will have ruined your chances to get a decent job, clear your name, turn that asshole in, and inform the PolIce that he has violent tendancies.
