There's one reason for that. I remember reading an article for the eastern reception of western games. One user mentioned the female characters being bland-looking for important characters. Important female characters in the east usually have something that "sticks out", usually something...sexual?
The OP's character designs might be praised more in the east than in the west.

Sexualization is pretty cheap and boring most of the time.
Top Tier: Interesting female character, not sexualized.
Also more or less top tier: Interesting female character, sexualized, but the sexualization makes sense because something about her character makes it coherent. For example, she might often use seduction to get what she wants.
Mid tier: Interesting female character, but sexualized for no apparent reason (she has an interesting background/personality/motivation, but is particularly attractive & dresses provocatively just for shits.)
Low tier: Uninteresting female character, sexualized for no apparent reason. This is just straight up saying "the only value of this character is that she is sexy." This is the type of character you never wanna make.

I mean wow, seriously? These are considered over-sexualized? These designs look absolutely fine to me. Some of them are a little revealing, sure, but for the most part this stuff looks outright "Fox News Channel" conservative compared to some of the other stuff I've seen.
I guess it's hard to tell, really. I'm not too familiar with LoL but I'm pretty sure it's not the type of game where character design is that important.

It's not that they're revealing. It's that they're pointlessly revealing. They're battling each other with swords and magic, they should have armor, not skimpy tube tops. The point is it is sexualized for no other reason than to show off some boobs, and it's just a piss poor way to go about making an interesting character.
