It's in context. If you say it around black people in a stupid way it's offensive. I've said it to black people (the majority of my school) plenty of times. The point being that I used it like any other word. Saying lyrics from a song, or quoting someone who said it. If I went up to someone of any race and said "whats up my nigga" that would be offensive, and it's not really funny. You know how sometimes someone uses profanity and sounds really out of place and rude. Like when an adult says it to someone way younger than them. It's like that. afaik at least.
