No, that's one of the rights you only get if the copyright holder grants it. You're allowed to use the image, but you're not allowed to redistribute it (Which you are doing by uploading it to this site) without their permission.

I've searched over the entire wikipedia page you linked to and there is no instance in which it says redistributing images is not allowed. The bit you quoted cautions people to check that things really are public domain before redistributing them
