Video Games need to find an audience that isn't comprised of drooling, ignorant, mouth breathing, inbred fuckheads.
At the very least game reviewers shouldn't approach things as simple as symbolism and character development as some sort of newfangled voodoo wizardry that leaves them aghast and unable to find flaws in the story. They have such low fucking standards it's pathetic.

I think that creating a woman character who's role in the story is solely to rely on the player and to tell them how great they are is at the very least treading the line.

It depends on how you look at it.
I wouldn't really consider dressing in a ridiculous manner to be sexist so much as I would call it exploitative. Very rarely is an outfit created as reflection of how the developer thinks the character should dress, usually it's created to get the attention of the audience as easily as possible. Moreover, most characters, be they male or female, are implied to dress the way they do by their own free will. The problem is that this implication becomes hard to believe because it's often not something a real human would wear under normal circumstances.
Their appearance does not convey sexism so much as their actions do. Many female characters end up portraying stereotypes by what role they play in the game. You can't tell what a person is thinking by what they wear, but you can by how they act. What's more, the physical part of a character is usually not exploited as much as the visual part is, so anything that one might percieve as sexist is likely there because the developer thought it should be, and not because he thought it the player would like it. In fact, it would be a very bad idea to intentionally do such a thing, as people usually don't take kindly to sexism in games - when they notice it.
The fact that female characters are exploited more than male ones is also sexist, but not so much on the character's behalf as the gamers'. It's no secret that developers usually design games for males, with females as an afterthought.
TL;DR: A character's actions and personality can be sexist, their appearance alone usually isn't.
Urban Chaos' protagonist was a women, she was also black. They never played up to either of these traits. You just happened to play a character that was black and female.
