A word of advice, I have a friend who has hair like yours, it was fine when he was 12-13 but then once you're over that age you start to really care about the way you look and how people see you, it can be really scary to completely change your hairstyle. So my friend is 17 and still has that justin bieber style hair, and he's too afraid to change the style completely, even though he admits it looks bad.
What I'm saying here is that the style you have now is not a very mature one and you'll have to change it at some point, it's definitely better to get it cut sooner rather than later.
Even Justin Bieber changed his hair from Justin Bieber style.
There are lots of people around here that keep a fringe, spike the back and top. I'll try and find a picture.
