generally exploiting african resources and funnelling the profits into western international companies and western backed dictators isn't the best idea for developing countries. it probably would be best to avoid doing that, it's not going to happen though.

You'd be surprised at how hard it is to get a country back on its feet again. I country isn't going to get better just by throwing money at it. At least banks know how to use the money (hopefully?)
