He doesn't. He wants to open up her head and learn what she knows. Maybe to find out about his parents for real, or for some other purpose. He doesn't need the powers, but what information she still has in her brain.
Also, did they ever show how he got the cutting power?

The fact Sylar had some goodness in him and the power was something he couldn't control gave alot of depth to his character instead of him being the arbitrary "Bad Man". I hope they follow it because him being evil is starting to become very two dimensional.
Oh..Sylar has gone and killed someone again..How predictable! They need to push onward with the character development they established when they introduced the idea he couldn't control the majority of his actions.

It doesn't work that way. He can't read minds, he only knows how things work.

I'm pretty sure it works that way. He's doing it to understand her memories and to learn. The power has been used that way several times before in the series I don't think they're suddenly going to change it.

Didn't you see the episode where Tracy (I think that's her name) visits Micah and she sees Nikki in the coffin? I think that's a pretty big Yes on whether or not she's dead.

never has, I don't think that is what he is doing though, normally when he takes powers by killing, he knows how to use them immediately, when he took elles with empathy he couldn't use it right, so by taking it from the brain, he can use it to the full potential

That's exactly what he's doing.
Just like how he said Claire you can't die, he wouldn't know that externally but by looking inside of her brain he can.
Also, in that whole sequence with him and Claire he explains what he does after she says "Are you gonna eat it?"
By analyzing her brain he can unlock the powers and know how they work.
Claire didn't know she couldn't die, so he didn't need to read her mind to find that out. She was probably a different build than the other people.
