True, he also has Adam Monroe's healing ability. Although he wouldn't be healed in his state because they can't heal when healing heroes have an object lodged in their brain, i.e. in series 1 Peter had some glass lodged in his head and didn't heal until it was removed.

Someone will eventually end up removing the bullet,
They should just decapitate him.. and get it over with.
I think if they're killed in a powerless state, they permanently die.
Remember, Future Peter died the same way.
