It is simple, laws are not only to protect others, but to protect everyone. Why cannot you go to high-radiation zone? Because it is bad for your health and you might get cancer or die. Why cannot you gamble? Because it might throw you into a financial catasthrope. I could go on and on. So to put really simple, the laws are not just to protect people from other people. They are also to protect people from themselves.

As for the second one, Insurance Fraud via suicide is illegal already, and thirdly emotional distress from suicide doesn't factor in, emotional distress from plenty of other things can cause suicide. Bullying for example, if a child is bullied and commits suicide should the bullies be charged for murder?
