Actually, I have gifted BC2 Vietnam before. I think they've disabled it because people were gifting it to people who didn't have BC2.

They were also gifting it to people who had the EA Store/Origin version that doesn't accept the steam version of Vietnam.

Except the way that Steam does Vietnam is different from the way Origin does it.
Origin just give you a key to put in in-game. Steam just adds it to the base game like all DLC.
