Those are called Number stations, no one really knows what the purpose of them is for. But, it's rumored it's to send messages to spies or something like that.

It was scrambled, the voices were clear but it was all gibberish, all we could understand was a bunch of muffling, adn at one point a guy laughed.

Well, they are used to send messages to spies. Some Cubans got arrested for using them using espionage laws, and a UK minister practically confirmed it. And there's no point trying to decipher it, as it uses an uncrackable system known as a one-time pad.

Why would you ditch morse code? Imagine if you're sat in your garden with a walky talky and then hear a load of Russian coming out of it, it gives the game away whilst hearing a load of beeps doesn't especially if both people are trained well enough to do 120wpm.

Not many people have the patience to memorise morse code, including a lot of the military forces in the world. It's quite effective.
Could you record it for more than 10 seconds. I think I'm pretty handy with morse and stuff. I'll go home an fix it.

Sounds like the number station randomness. Also you guys are trying to straight translate the morse code, who says that it's not encrypted. You might not figure it out unless you have the origional translation thingy ma bob.
