I think you severely underestimate how much energy and light come from that initial flash. It's like being 5-10 miles away from the surface of the sun for a second. That's more than enough to severely or permanently damage the retina. Also children's eyes particularly susceptible to UV damage.
All i'm saying is there are a lot of variables aside from them not turning their head faster than the speed of light.

It has nothing to do with turning your head at the speed of light, it has to do with damage taking time. Clearly, from permanent damage being uncommon, it would suggest most people do

It's a relatively uncommon injury because you have to be in a "sweet-spot" to have it happen. You have to be just far enough away so that the initial shockwave and the air rushing back towards the epicenter don't kill you, but you have to be just close enough for the light to still affect you.
