Actually it seems as though that scream was added in later on, the original footage doesn't have any screaming, at about 25:40.
Still, it does seem like a massive overreaction and she's clearly acting like a victim to further her cause, whatever that may be.

Nah, the protesters are clearly there to provokee the riot cops in the hope that one of them hurt somebody so that the protesters can spout ACAB everywhere. You can even hear one of the protesters asking the cop popping the ballon if there's any weight limitation in the police.
