Goes back to the ottoman rule of Greece in the 1800's, they started to tax dodge as a protest against the empire, which the local goverment sorta went along with since they had no love for the ottomans either. This all eventually turned into the modern culture of "i want all the things from the goverment but taxes are for other people", and a sense of entitlement in general really
