to be fair it sounds like the agents are all in MRAPs.
So it's been a while since they first started this. Why haven't they been starved out by now? Where do they get the food, water, and power? Even assuming that the facility is self-sustaining with power and a water pump, food would be a problem. All the authorities would need to do is siege the place through attrition. With that they could even then use food to bargain with them.
