I don't think you can link to JavaScript and have chrome (and perhaps all other modern browsers too) follow it... But I'm not about to test it.

There used to be a lot more things like that. They're "idiot culls", getting rid of members so dumb they'd post in a thread where they'll get banned for posting in that thread. There used to be polls where one of the options got you permabanned, too.
