But I played GTA 5 before so I like FPS as a new perspective and a new challenge.

Well, the first two GTAs, GTA Advance and GTA Chinatown Wars are top-down, and GTA 3 has an optional top-down view.
It wasn't until GTA 3 that GTA went third person.

It isn't true 60FPS, look at that video, its choppy as shit, he put it through a video editor and output it at 60.
Why would some Random 3rd party upload be 60fps but not Rockstar's official upload?
