Lightweight design and assorted shit. We could start building one tommorow ussing the ISS as the constuction rig and we would have it finished by 2018. Ships like the POA are at least 400 years away unless we find a keep way to put massive amounts of material into space. The ISV probably weights around 2000 tonnes. the POA around 100000. Weight is an Issue, not technology.
