PGO's were originally a Debugging tool. By null prototyping the Kernelsprites, the dev's were able to mostly debug the Frog Breeding Simulator.

Set up and verify a Paypal account, and then go to the [url="http://forums.sourceop.com/forums/32-TF2-Item-Buying-Selling"]TF2 buying/selling section[/url] of the sourceop forums, then advertise or offer your items. Just make sure your seller/buyer is trustworthy though, although as the seller, you give the items to your buyer after receiving your payment.
As for monetary values, you just gotta know, or look/ask around.
