I'd really like to know the context of this act 3 song. To know what shocking conclusions have been made in the fight against the evil forces of Doctor Wily.

It sounds like a song from early on in the album. "I know that a hero will come" sound like mega man still hasn't come back to the city after forsaking it to wilys robots. I just want to know if light survived, and who these new voices are
