Why should an internet mini series be an hour per episode? The entire series will span 80 mins, the extended cut included with Halo 4 LE will be 120 mins long, and basically be a movie.

With the Blu-ray/DVD release I think it's an directors cut of it and will have an extended run time than the one being shown online.
