It was probably a case of both of them being stupid.
What most likely happened was that the biker saw him coming, and eyeballed that he would be able to make it across if he went a certain speed and ended up crossing behind the OP's car. I do this all the time when J-walking and whatnot, pretty much everyone does. It's not exactly smart, but you can't blame him that much.
The OP probably saw the biker attempting to do this and flipped dick like a little girl, slamming on the brakes. There really was no way to be sure, but he should have been able to make that mental calculation that the biker wouldn't be in his path if he kept going at the same speed.
So basically, it's the bikers fault for trying to make an illegal cross and it's the OP's fault for overreacting like a little girl.

If he had kept going which he did, I would have hit him, I don't see how I overreacted, I just didn't wanna hit the guy.
Your fault no matter what, even if he literally smashed right into you while you were driving, it's legally your fault as a driver.

That's exactly what I thought.
Here in the US bike riders have to follow rules just like car drivers. If you had the light then he is at fault(assuming the same rule is in the UK). The fact that he seems to think you should know what he's planning to do proves he's an idiot in general.

It's both really. People jaywalk and cross on the wrong lights all the time and you're supposed to look out for those idiots. But if you hit one you are 100% liable.
Both need to pay attention all the time.

I was doing 40mph which was the speed limit for the zone I had just entered. If I'd been going any faster I would have definitely run him over.

Even if you need to constantly pay attention, had he hit him it would be the bikers fault as he crossed while it was red on his end.

This reminds me of the time I got knocked down by a car back in 2004. Though it was my fault for crossing the road when the light is red. Be glad you didn't killed him. That cyclist should be thankful he is still alive. I just don't like cyclist fatalities. If he crossed the road while the light is red, then it would be his fault if he got run over

At least in America, pedestrians always have the right of way. You're supposed to drive cautiously and always expect anything.
