it's not only possible, but super easy if you even have cotton gloves.
it's still scary and the gas will soak your skin if you try and throw it which means you are going to get fucking burned.

it takes some organization. people have to be sorta aware of the tear gas before it is shot and then they have to be ready to pick it up and throw it back. if an unsuspecting crowd gets gassed they will disperse, but a crowd of people who know to throw the gas back will be more successful.
