Yeah, something like the picture in the OP, the baby should just get thrown in the dumpster or cut off her circulation. Even if she could live, she'd probably kill herself because she would be at a severe disadvantage to everyone else anyway and it would be a huge waste of food and care that they could be giving to a normal kid.
But the adults who end up like that should live just because they already have proven their potential and can choose to end their lives anyway.
