I think it's more of, "Hey, it's Wolverine come to save the day again!" Professor X's character might be the focus of the movie, but it's supposed to be the X-Men coming to save the day. Not just Hugh Jackman.
To be fair, Wolverine was one of the main characters of the DOFP comic. From the looks of the trailer, there's a lot of development with the other characters with no Wolverine in sight. He's just had his second solo film. Singer isn't that stupid.

Disney isn't going to allow an R-rated property out of marvel that's already existed at a different rating. Joe Quesada stated this flatly two years ago.
Never gonna happen to an existing property, and FOX still has to answer to Disney on character usage whether they own the rights or not.

correct me if i'm wrong (and dumb me if i'm stating the obvious), but that's because of the marketing, right? if they had marketed, say, the iron man movie as a more violent film meant for adults, they wouldn't have a problem in making a series of r-rated IM movies, but since his movies have all had a more family-oriented target audience, they wouldn't want to lose the audience like that
Marketing is a partial answer, the rest of the answer is disney has been slowly moving towards a general PG-13 happenstance for Marvel's properties as a whole since the disney acquisition. MAX has been dropped with no reprints, a couple of mature storylines have been retooled or dropped completely, and the general level of violence and sex in the main line books is a lot closer to the late 70s and 80s, aka more things are implied than shown generally speaking or people are killed in completely unrealistic ways by powers/traps/etc.
If the first Wolverine/ X-Men had been an R, the trend would be set, but it's pretty obvious for marketing purposes that wasn't going to happen.
I swear to god if the next Punisher movie is PG-13...

I liked the actor but damn did they gimp her character. Like she literally did nothing in all 3 films.
The most Rogue did in the movies was find a way to get Wolverine on the team and have him dick around a bit so he'd stay.
