No, not kindof. You accumulate points by earning medals, not kills, at which point you have the option of a two weapons or a powerup. Please explain how that is a killstreak? The only thing it's remotely similar to is MW2's care package, a very simplified version of that.

You need a certain amount of points which you can get with kills or anything else to call in a drop pod that falls from the sky. It's basically a modified care package and the only difference is that you don't need kills to get it and you pick what you get. There are quite a few similarities don't try to deny that.
