Speaking of the little things, I was doing the Dark Brotherhood quest where you had to go murder some guards kid so I stole the note where he was going and such then very oddly he decided to just go through a large body of water and kept getting attacked.

Same reason why a lot of people enjoyed Fallout 3 more despite New Vegas being heavily upgraded from it.
The green thing isn't a bug... it's a quest where a certain college associate asks to test a spell on you. Your task? Sit through her bullshit. I think that the spell turns your screen green lasts for at LEAST 24 in game hours.
