The point is that if you issue a general test to determine the intelligence of an American Citizen, you are basically denying their right to vote on the basis of their intelligence, not on their beliefs. If you set up IQ tests and people who score low are denied the right to vote, you're basically restarting segregation on a much larger level than just race and skin color.

That was the way it was handled when slaves, many of whom were illiterate because they didn't have the opportunity to learn were singled out to not vote.
