Though a lot of blue whale meat ends up in meat markets. That is probably not directly related to the Japanese Antarctic Fleet. If they come from any JWA fleet it would be the Pacific.

It [B]is only[/B] Minke whales. They only hunt Minke whales because that's all they are allowed to hunt. If a regular hunter buys a tag for hunting elk, he is going to make sure it is an elk he is about to shoot and not a fucking moose. Their careers are on the line, they know what they are doing.

Most species are declared endangered with well over just 50. Even if someone wanted to save them at that point it would be very difficult, the value of the whale by then would probably just go up. It would be far easier stopping it now then put it off until later. Why do you think teachers advise students to do their homework early instead of the last minute?

I live in Russia (it is irrelevant whether there are any of the above species in Russia.) I go out to Siberia and SHOOT A SIBERIAN TIGER. Will I get in trouble? LOL NOPE GOVERNMENT DOESN'T CARE OLOLOL. Not only did I just go from a non-endangered animal to an endangered one but I have no license to do so. I have to imagine the same applies for whaling, and the rules for whaling enforced by the IWC.

Meaning it would be a bit strange for privateering black market pirates to be able to do the same hauls with larger whales and get away with it.
