Well, considering all the EMH Origin stuff starts in the 60's and 70's, and that drainage pipe appears to be old and derelict, AND if the Blair Witch theory is true, it is hypothetically possible that after he was burned, he appeared to be dead and the townsfolk had rationalized that considering the only people out there were dead or soon-to-be-dead people, their bodies would eventually rot, and therefore no preventative measures were required. However, sometime after everyone had left, he woke up, blindly dragged himself around a half-mile distance from the tree into the drainage pipe, tore rags from his own clothing and slept in the tunnel, hence the bloodstained rags covering the rocks.

I've always figured that he wasn't. He doesn't seem to actively try to remain stealthy - he's just naturally hard to see. And if he knew how powerful he seems to be, he could probably just kill everybody who learns about him.

Of course, if he isn't sentient, that raises the question of why he stalks anyone who tries to seek him out. A survival mechanism, perhaps? He might not be quite strong enough to take on the whole world if the truth got out.

Only time will tell.
