I have heard one about two men chatting about oil prices when suddenly you hear lots of static and then very faintly the sound of a woman saying numbers. The guest thought it was a joke or a prank but the host said that he had no idea what happened.

Slow down is just an example of the Doppler effect in action. It's probably a sound at the same or same-ish pitch moving away at a steady pace.
As to what it would be, I have no idea.
But, it's sped up 16 times and is originally 7 minutes long.
