I think them giving shitty comments on a daily dev is an indicator they probably don't really understand that deviation and have no place giving it a DD award themselves.

You suggest a deviation to an appropriate gallery mod, they look if the deviation is worth it, then look if anything else from that user's gallery is worth it. If not, nothing happens. I assume that without (good) suggestions, the mod just goes through the gallery they are responsible for and pick something.
While I don't like how many of them pick DDs, I can't get myself worked up about it either seeing how they're volunteers.
