looks like a gradient because of the facepunch background. Look at your screen from a low angle, or get real close. It's static fuzz/noise

Well I doubt someone out there cares about EVERY OC, but the key to "popularity" of OCs are [b]Original Character Tournaments[/b], OCT for short.
These tournaments are community-made events where artists create OCs and let them duel against each other. Each artist makes a comic or flash animation about how their character wins the scheduled fight. The judges that usually also organize the event decide the winner based on which entry was more interesting and better executed. The winner's comic becomes canon.
Story-wise there's an initial plothook for the tournament and the judges have some ideas on how things should build up to the finale. However, usually the players work together to advance the metaplot and develop character relationships. Again the winners decide what's canon or not.
The big ones are usually fun to follow, the small ones drown under organization difficulties and deadline extensions.
Anyway, it's a semi-effective way to get an OC some publicity. Most OCTs I know of require you to create a new character that fits the setting established by the judges however (no SonicOCs in a Bladerunner setting for example).
