He cant of contacted the authorities. If he did, the literally would of told him to stop contacting them about such trivial things, and/or said it is out of their jurisdiction. GreyK seems to think that the police handle copyright law, slander/defamation/impersonation and making money off of others work (again, copyright law). Spoiler: they dont, you get a lawyer for that kind of thing.

Artists do get minor copyright rights to their works even if they dont officially copyright it, as long as they sign and date it. But this is not enough to sue over - if someone steals it/makes money off of it, tough shit.
