it's a concept/redesign of an older one for the existing pinkie character that was never used. Apparently someone slugbox is good friends with went out of their way to research copyrights on it; hasbro never solidified the rights to it since the old ones expired and they didn't actually use the design past concepts, so this other guy now apparently owns the character 'surprise', though can't legally copyright it because the name is too broad/common to bother
