Personally I think we're born with all the fetishes we have. It's just a matter of discovering it. The same way some people don't actually know they are gay before they are in their 20's some people can discover a fetish pretty late in their life. Not because they suddenly obtained it, but because they've never seen it in a sexual setting before or never really noticed it. You can probably adapt a fetish the same way we can train ourselves to not bite fingernails, just reversed, by ensuring it's pleasant everytime you encounter whatever it is, making you react to the pleasant part and ignoring what you dislike about the fetish itself and thus connecting pleasant feelings to it. But that's not really having a fetish.
