This is obviously better than the usual stuff he does (especially the colors), though the soulless expressions, the inflated hands, and the black outlines used for the eyes/mouths against the colored lines is really bugging me.

I still except much better from someone who have been drawing for around 25 years (with an animation/art degree).
Hands are a tough subject, I'll give ya that. But it requires practise and hard work to erase most of the issues.
I think Dobson realized years ago he never really needed to improve to keep his fanbase.
