Because Metal Mario is a simple recolor and Honey Queen encourages people to buy SMG/SMG2, Waluigi is a character that Nintendo has never used for anything due to their lack of interest in creating new IPs, and thus does not appeal to anyone outside of a moderately sized cult following that Nintendo doesn't know exists due to the fact that they mostly ignore their fans, especially their western ones.

Nintendo doesn't seem too interested in preserving its' history anymore, TBH.
