I don't get it either. If anything, I can see the television screen changing in the top left there. But that's not a picture frame.

If you look closely, you can see that Preston's height fluctuates throughout the comic. Just check the distance between the top of his head and the top of the bar.
Also the big guy has a super short tie for some unknowable reason.

The two first panels are copy pasted. In the third one he moved the background upwards, probably hit the background layer for that panel by accident and didn't notice it. Then he finally got to draw again in the fourth panel. Lazy ass.
